test: improve rate limit handling in test suite

- Add loginWithRetry() helper with automatic retry on rate limiting
- Add waitWithCountdown() for visible countdown between tests
- Increase delays between security tests (8-15 seconds)
- Increase delays between multi-device logins (3-5 seconds)
- All security tests now use retry logic for robustness
