CI Status Analysis

The CI build is currently blocked waiting for manual approval of a signature verification step in Buildkite. This is a security measure in the CI system, not a failure due to the Documenter update itself.

PR Analysis

This PR updates Documenter.jl from an unconstrained version to 1.16.1 in docs/Project.toml. Looking at the Documenter.jl v1.16.1 changelog:

• v1.16.1 contains bug fixes (curl globbing, paragraph spacing, details admonition)
• No breaking API changes that would affect the current docs/make.jl
