[Request]: Jetbrains IDEA Community Edition

Prerequisites

• I have searched all issues/PRs to ensure it has not already been reported or fixed.

Criteria

• Reasonably well-known and widely used (e.g. if it's a GitHub project, it should have at least 100 stars and/or 50 forks)
• English interface (or at least English documentation)
• Latest stable version
• Full version (i.e. not a trial version)
• Fairly standard install (e.g. uses a version-specific download URL, no elaborate pre/post install scripts)

I've noticed that JetBrains IDEA has merged the Community Edition and the Ultimate Edition to Unified distribution. #17150

However, I think some of us might prefer the Community Edition, and JetBrains offers a download link for the Community Edition on GitHub. Can we provide this version of IDEA?

Also, this version is different from what Jetbrains publishes on their website. This version is less bloated and does not have any Ultimate advertisements

To make it portable and persistent, it would be enough to add these lines to bin/idea.properties:

idea.config.path=(persist)/config
idea.system.path=(persist)/system
idea.plugins.path=(persist)/plugins
idea.log.path=(persist)/logs

Ideally, idea.properties should be also configurable by the user somehow (put it into persist?), so they can use custom settings like java.detector.enabled=false or whatever they need
