[ABIS] Verify (1:1) using 2 personIds is missing

Currently, in the ABIS API, if we want to verify 2 persons, we have 2 methods:

1. verifyFromId
2. verifyFromBio

There's no way to compare 2 existing persons by providing 2 personIds.

Something like: POST /v1/verify/{galleryId}/{personId}/{galleryId2}/{personId2}

Or {galleryId2}/{personId2} could be part of the body in place of the biometricData.

Use-case: 1:1 for a renewal with the applicant already inserted (encounter created)
