At the minimum we need:
Release
Editor [ TOOLS + DEBUG_ENABLED ] - used for development and as part of Segs tooling.
Engine - distributed with Segs releases
Debug
Editor [ TOOLS + DEBUG_ENABLED ]
Engine [DEBUG_ENABLED] - used during development.
