Forms formatting documentation doesn't state what is possible or not (compared to List formatting)

Body of forms formatting seems extremely limited compared to the lists formatting.
The documentation currently doesn't state whether it is possible to use customRowAction, url links etc.
Is it only limited to sections organisation for now?
Our users do not rely on Powerapps for the forms customisation.
(this is my first comment via github on an issue, let me know if it should be expressed or explained differently)

+1 here. We find that adding customRowAction is not working in the header. Same with calculated columns showing. There are quite a few undocumented limitations for header/footer and we discover them the painful way...
