Reference to ClientSideInstance.xml is missing

On the previous page (when hosting locally) it says to remove "ClientSideInstance.xml" reference from the assets > elementManifests array. There was no place on this page that mentioned adding that back in, which seems required. Without that reference to ClientSideInstance.xml, my extension would not run.
