Curious why 2021 artictle suggests making developer site on classic sharepoint? #7981

For a developer site for testing SharePoint add-ins, can't we just create a sharepoint test site the normal way in the modern experience instead of the classic 'developer' specific site? All my sites are in the modern experience using online SharePoint Office 365. https://docs.microsoft.com/en-us/sharepoint/dev/sp-add-ins/create-a-developer-site-on-an-existing-office-365-subscription
