Describe the bug / error

The issue started about 10 to 12 days ago, SharePoint provider hosted add-ins no longer install on SharePoint Online site collections. You see an install error with "The operation took too long"

This repro's with Add-ins that haven't changed for years but also repro's when following the Docs article below:

Steps to reproduce

Try to install a SharePoint Provider Hosted Add-in or just follow this doc article:

Expected behavior

SharePoint Provider Hosted Add-ins install to the SharePoint Online site collection.
