Summary (facts-only): Phase 8 formalizes the Spec → Checklist compilation contract. Authoritative documents (docs/governance/SPEC_TO_CHECKLIST_COMPILER.md, SPEC_INPUT_CLASSIFICATION.md, COMPILATION_PHASE_MODEL.md, COMPILER_FAILURE_NORMALIZATION.md) have been added to define input classes, fixed compilation phases, and failure normalization semantics.
Explicit state:
- The compiler subsystem (
ChecklistGenerator.build) is documented as an auditable, deterministic, first-class subsystem. - Regression guards (unit tests) have been added to ensure: compiler entrypoints always return an emitted result object, compiler exceptions do not escape without finalization, and recorded events appear in finalized artifacts.
- No persona changes, schema evolutions, or behavioral expansions were introduced; Phase 8 is documentation, tests, and contract lock only.
Rationale: Prevent silent drift or implicit forking of the spec→checklist semantics by locking a clearly documented, test-backed compiler contract.
Constraints: Changes to the compiler semantics require explicit governance re-opening (Phase 9+).
