Deprecate Polaris-react (#14109)

## Summary

* Adds new deprecation information to README.md, indicating deprecation.
* Updates polaris-react.shopify.com to include a link to the released
(as of merge) Polaris Web Component documentation.
* Updates hero section to include deprecation notice, removes call to
action
