I did just a very superficial review, but since this is already being used in practice and is known to work, I think we can merge it.

Add scripts to generate SoC and board-level devicetree content.
This PR is initially targeted at the downstream since there is limited value in having these scripts in the upstream HAL main branch where they'd be part of the workspace for all Zephyr users.
The target branch is intended to be long-lived and to be rebased onto
mainregularly.
