Overall I think we should treat matter_ble as the common layer, and then matter_ble_mg and matter_ble_siwx as the components which provide matter_ble, otherwise the changes LGTM.

Added lock app slcp and slcw for dual stack.
Added changes to in 917 ncp file to use efr32 ble
Added dual_stack_component as exclusive option for lwip_stack in matter_lwip
Testing Done:
Studio build tesing done
Build and commission test done
