chore(deps): replace react-dates with react-datepicker (#338)

- Remove react-dates package and its 20 transitive dependencies
- Migrate DateRangePicker to react-datepicker's selectsRange mode
- Update createPayrollList and updatePayroll screens
- Uses dayjs for date handling (already in project)

Note: Pre-existing ESLint warnings in payroll files are out of scope
