chore: remove unused code and documentation (#1023)
Removes unused infrastructure:
- ML/NLP inference system (minilm, wordpiece tokenizer, onnxruntime stubs)
- Claude utilities script (5,728 lines)
- C++ compilation tools (Makefile, build helpers for clang/g++/ccache)
- Outdated test/dev scripts (TUI testing, dev-local.sh)
- Version consistency checker
- 46 outdated documentation files
- 5 stub README files
- Simplified repository list command
