chore(wheelhouse): cascade current fleet template + bump catalog to fleet versions

socket-vscode had drifted many template versions behind. Run
sync-scaffolding --fix to pull the current .claude/ hooks + skills, the
current .config/oxlint-plugin (50 rules incl. the recently-added set),
docs, git-hooks, and the shared .config/rolldown infra; drop two tombstoned
files. Bump the catalog to the wheelhouse-canonical versions
(@socketsecurity/lib + lib-stable 6.0.3, oxlint 1.63.0, oxfmt 0.48.0, taze
19.11.0, native-preview 2026-05-10) and add @socketsecurity/lib-stable to
devDependencies (the cascaded plugin rules import it; vscode previously only
had plain @socketsecurity/lib, so the plugin failed to load). Move stale
literal devDep pins to catalog: for fleet consistency.
