Description

Our Staff Playbook is stored in Rock for our staff, and the change log for the playbook is notes entered by our HR team. We use the Notes block to display the change log for the staff. Most of the staff are only able to see the change log and are not able to update it. The filters icon is only visible to people who can enter notes.

Actual Behavior

The note type filter is not available to anyone who doesn't have rights to enter notes of any kind.

Expected Behavior

I would expect to be able to filter the note type even if I can't add any new notes.

Steps to Reproduce

I'll be honest, I can't seem to recreate this on the Person Profile page (probably because there are so many note types?). However, I can show you the way we have it configured for our playbook.
