[Alpha v19.0.8] Forgot Username block does not display reset button when Captcha support is enabled on block

Description

When the Forgot Username block is setup with "Disable Captcha Support" set to No - then when viewing the page we never see the captcha challenge and the "Email Me Reset Instructions" button never displays. As soon as "Disable Captcha Support" is set to Yes - then the button will display.

NOTE: I did confirm that this issue does NOT occur on the prealpha site (v20.0.1).

Steps to Reproduce

• Setup page with Forgot Username block and set "Disable Captcha Support" to No
• navigate to page and observe behavior/output of page
• Now change setting to Yes - and observe page behavior.

• Perform a search on the Github Issues to see if your bug is already reported.
• Reproduced the problem on a fresh install or on the demo site.

I just upgraded the demo site to v19 so I could try to recreate the issue there - and it's working as expected.

So you can probably close this one - sorry for the false flag.

Just capturing this here for others benefit. Turns out our external theme was still using jQuery v1.12.4 - which doesn't work with the new core captcha functionality. Updated theme to use RockJQueryLatest (same as RockNextGen theme) - and issue was resolved.
