ci: remove claude-code-review workflow

Anthropic's OIDC token exchange endpoint rejects pull_request_target
events (upstream issue anthropics/claude-code-action#713), and
pull_request from forks cannot fetch an OIDC token at all, so this
workflow cannot review fork PRs in either configuration. The `claude.yml`
workflow already covers PR review via `@claude` comments on any PR
including forks, making this file redundant.
