Updates needed to make the full-size cerebellum network modelling run with the current toolchain.
Can be merged either with SpiNNakerManchester/sPyNNaker#1374 and associated PRs or with SpiNNakerManchester/sPyNNaker#1386 and associated PRs.
No testing implemented on this branch yet - this can be worked on if desired in this PR. It may be a good idea to add this repository to the integration tests but I didn't have the time to do so.
