docs(readme): add CLA assistant badge across en/es/zh-CN (#154)

Places the badge right after `PRs Welcome` (the natural neighbor — both
signal contribution readiness) and before `Handbook` (which signals
documentation, a different surface). Identical position in EN, ES,
zh-CN overlays for cross-locale visual parity.

Repo-level docs only — no framework bump.
