Inconsistent definition of `trial_court` in login_qs.yml

Not sure yet of what to do with this - might break some existing code?

in most places, trial_court is an MACourt object, but in login_qs.yml it is defined as a string.

Comes up in this way:

1. Provide a fake address in an e-filed interview
2. Instead of using the normal court selector, get a dropdown with a list of string choices.
3. Try to use trial_court.tyler_code, get an error

I suspect the string option isn't used anywhere?
