Add REVIEW.md with code review guidelines

Summary

Adds REVIEW.md with code review guidelines for automated reviewers:

• Be concise; thank the PR author
• Open each review with a short emoji-prefixed poem inspired by the PR changes
• Verify CHANGELOG.md has an [Unreleased] entry for runtime changes; suggest one with confirm & commit if missing (doc-only PRs exempt)
• Rerun flaky e2e tests unless the failure is a build error
• Add missing labels to the PR
