At present, the "names" in the urlconf entries for TargetLists are of the format -group.
The corresponding "names" in the urlconf entries for ObservationGroups are of the format group-.
We should standardize. Also, the TargetGroupingListView urlconf entry is "targetgrouping", which should also
be fixed.
