[Bug]: "windows_start_command" Fix has regressed in right click action menu #1436

Description

ive noticed the fix added to prevent Windows photos from having weird issues with tag studio telling it to open photos has stopped working but for only the right click action menu for some reason, ive noticed other issues with the right click in the current version so i have to guess it was overhauled to some degree in the back end.

like before the issues are:

at worst the app ends up thinking the file is corrupt and preventing the user from zooming in on the img. some other minor issues is the app failing to read the file size and resolution of the image. and other times it just works except you cant click around to other images around it.

(btw im just guessing the "windows_start_command" is the fix that solved my issues before cause its been awhile at this point sense it was implemented which is probably also how it broke again to begin with)

Expected Behavior

it should just work like clicking on the big photo preview and cleanly open the file

(i do wonder why the 2 actions while performing the same thing can cause separate behaviors (maybe should be a merged Func?))

Steps to Reproduce

  1. windows with WinPhotos as photo viewer default
  2. open tag studio with the settings.toml setting set to True
  3. and right click a file and open it . (provided photos can open it)
  4. and finally open the same file using the click on big photo preview, and this should behave as it should.
