Fix callback processing mode and add coverage badges#22

## Dev Board Ticket - https://dev.azure.com/TDEI-UW/TDEI/_workitems/edit/3461 ## Changes - Updated inclination callback execution to use forked process mode with explicit fallback behavior. - Added callback error handling to prevent unhandled exceptions from propagating and causing unnecessary DLQ behavior. - Updated python-ms-core to 0.0.26 and pinned osw-incline to 0.0.4. - Added README badges for unit tests, coverage, osw-incline, and python-ms-core. - Added GitHub Actions steps to generate and publish a coverage badge to the badges branch. ## Testing - Ran `.venv/bin/python -m unittest discover -s tests -v` - Result: 51 tests passed
