This PR introduces Emscripten's native webgpu.h implementation Emdawnwebgpu, and add basic utilities and environments for further WebGPU implementation PRs.
FORCE_FILESYSTEM,INITIAL_MEMORYandEXIT_RUNTIMEare linker-only arguments, setting them on compiler does nothing but yields unused argument warnings.
