build: update dependencies

Add a new requirements.in file to track the explicit dependencies we
need for Sphinx and our CI pipeline. Just require something equal to or
newer than what we're currently using for now.

Update the requirements.txt to pull in all the latest stuff. Needed now
that the cached wheel for the old version of lxml has been dropped and
the container is trying to avoid keeping a compiler around.
