fix(devices): Drop the outdated Release Specific PLL#427

The Release Specific PLL Guide was intended for SDK 08.06 & SDK 09.02 baseline & hence it doesn't make sense to carry it until now as the SDK baseline is now moved to 11.1 Hence, purge the section from documentation. Signed-off-by: Chirag Shilwant <c-shilwant@ti.com>
