We disabled the AutoTuner ResumeCheck tests due to instability. Adding an issue to track re-enabling the test after addressing the instability.

Test passes consistently

Hi, I would like to work on this issue. The current resume check test uses a fixed time.sleep(120) which is fragile and can cause flaky failures. I plan to replace it with a polling approach using Ray Tune's ExperimentAnalysis to check experiment status, addressing the review feedback from the draft PR #3070.
