Get better LEF abstracts for sky130hd/uW

Description

Looking at the GDS for RAM32_1RW1R in microwatt is possible to see a fair amount of free space on met4 that the LEF abstract just fully blocks.

Getting a better abstract, especially for RAM32 would make the design a lot easier to route and we could relax the macro halos.

Suggested Solution

Either:

• Regenerate the LEF from the existing GDS (it looks like it may be possible with Magic).

Or:

• Manually open up some bigger channels by inspecting the GDS.

Apart from RAM32, the other IP blocks don't have significant free space in metal4 that we could use for routing, so #3375 actually resolves this issue.
