Fix some superfluous dependencies.

None of the header files provided by these libraries
were included by the sources.

Tested: compiling the binaries
`bazel build -c opt //:openroad-qt.stripped //:openroad.stripped`
and comparing that the byte-size is exactly the same before/after.
