Adjust all CAGR calculations in the repository to include baseline_adjustment correctly #86

Following a question raised by a scheme and subsequent exploration of calculation methodologies used in this repository and discusssion with @jakep03 it has been decided that where CAGR is calculated, both the numerator and denominator should incorporate baseline_adjustment.

  • Assess which schemes are impacted (ie which are using/have used baseline_adjustment where there is also a CAGR calculation) @sallyt-nhs
  • Identify all functions that calculate CAGRs @sallyt-nhs
  • Update the calculations @sallyt-nhs
  • Assess the impact where baseline_adj has been used/will be used @jacgrout
  • Communicate the impact as necessary @jacgrout
