- Change 'Context' to 'Welcome'

- Add a new tab titled 'How much hospital activity can be avoided?'
- Change 'Information' to 'About this tool'

Not difficult, but perhaps some minor considerations from a user perspective (@DCEW or @Nat-Stephenson may have thoughts):
- To an inexperienced user, does the verb 'mitigate' imply that the tool does the mitigation, rather than providing the user with evidence they can later use to help mitigate?
- Does 'welcome' describe what the page does?
- OK.
- Quite a long title that could force the menu items to be collapsed and hidden behind a menu symbol.
- As above, would like to shorten where possible, but I accept that 'About' could be mistaken to mean 'about the data' rather than 'about this tool'.
