Re-implement the hollowr command

I removed some comment out code at the https://github.com/TheMeinerLP/FastAsyncWorldEdit/blob/242a4e241abba42b369aaf3b16210db335807a61/worldedit-core/src/main/java/com/sk89q/worldedit/command/UtilityCommands.java#L780-L779 because it need be re-implement but does currenty nothing
