China improvements

I'm not suggesting implementing all of these, but perhaps there's a few here worth considering?

• Default Abilities

  • Allow Hackers to hack from within buildings, bunkers, and outposts.
  • Hackers at level 2+ to paralyze enemy structures (like USA Microwave Tanks; enemy can't sell).
  • Hackers + Outpost to paralyze enemy structures (like USA Microwave Tanks; enemy can't sell).
  • Allow Lotus to disable air units.
  • Allow building of multiple Internet Centers.

• Upgrades

  • Supply Lines (like the USA Strategy Center upgrade).
  • Nationalism or Nationalism Level 2 to include Hackers (Earn money faster; Move faster; Paralyze buildings).
  • Fortified Structure for Internet Center (like the GLA Palace upgrade).
  • Radar Scan from Internet Center (like GLA Radar Van upgrade).

• General's Promotions

  • EMP Pulse Level 2 (Paralyze buildings) (like USA Microwave Tanks; enemy can't sell).
  • Hacker Para Drop.
  • Hacker Training (Level 1).
  • Super Hacker (for non-Infantry factions).
  • Restore Infantry default counts to Listening/Attack Outposts and/or Troop Crawlers when returned empty to War Factory.

• Upgrades or General's Promotions

  • Paralyze Building ability for ECM Tank (like USA Microwave Tanks; enemy can't sell).
  • Paralyze Building ability for Hackers (like USA Microwave Tanks; enemy can't sell).
  • Attack Outpost (for non-Infantry factions).
  • Fortified Bunker.
  • Hacker Stealth (for non-Infantry factions).
  • Lotus Stealth Field: Allow Lotus to stealth nearby infantry units and Hackers to enable sneaks into enemy bases.
