I would suggest adding that to the SandboxStartup.ps1 script.

Personally I am of the opinion it should not be disabled by default in the sandbox, but a comment should be added to note if you want to disable smartscreen un-comment this command or something to that effect

Why is that? It's a sandbox. If anything bad happens, the destruction is contained.

From my admittedly lacking understanding, It isn't a complete virtualized sandbox, it is closer to a baremetal sandbox, while the risk is small it is better to leave security features on by default and let the individual user choose to leave it on or turn it off.
Although this is all just my opinion and I have no say over what actually gets merged...
