Font rendering inconsistent spacing between characters

It looks like perhaps a rounding issue. Here is an example bitmap font file and a video showing how the same font with the same letters can render with different spacing.

I'm also seeing the same thing on hardware. Depending on the width of the character, it can be offset up a pixel as well.
I don't see the issue at all with a fixed width font.
