In the first step, we can simply add a year-expansion attribute to existing class ConstantRescalingHRCapabilities, as mentioned in PR #1415.

I think we can develop a HRH expansion class that has the finest resolution to expand the HRH by officer category, facility_ID (that includes both level and district information), and year. The scale-up factor file can be a long format with columns facility_ID, officer type, year, and scale-up factor. Any expansion scenario can write in the scale-up factors in this file.

In addition, rural/urban information may be mapped to the specific districts and levels.
