revert: Bump licensee from 11.1.1 to 12.0.0

This reverts commit cfb8792 and a5b8fcc to restore the previous version of `licensee`.
`license` version 12.0.0 requires a node version in range `^20.20 || ^22.22 || ^24.13 || >= 25.4`.
