[ListItemCustom]: a11y issue for the Inactive Row not Announced properly

Bug Description

When we land on a active Row SR announces it as active row.
But when we land on the Inactive Row SR does not announce it as a inactive row.

Expected Behaviour

When we land on Inactive row SR must have inactive row announcement.

Steps to Reproduce

1. Open NVDA navigate to the List.
2. Use arrows to navigate between the list.
3. Look for the inactive row and the SR does not announce it as a inactive row.

There is a request about announcement of the inactive list items once an item is focused. At the moment there is announcement only for the active items.
