dashboard: rebuild with SetRecovery/SetPolicy submit enabled

Bundle the dashboard UI changes that unlock Social Recovery and Spending
Policy forms (forms were previously "preview only" awaiting Rust variants,
now wired to signAndSubmitSmartOp with SmartOpType::SetRecovery and
SmartOpType::SetPolicy respectively).
