mobileFooterPanel is not visible

Current behavior:
While testing PR #1500 in mobile view, I noticed that the `mobileFooterPanel is not visible or accessible. I tested and compared this behavior with the dev branch to check if it's specific to this PR, but it appears that the issue also exists in the dev branch.

Expected behavior:
The mobileFooterPanel should be visible in mobile view, and users should be able to navigate through its buttons (e.g., Download, Share, etc.).

Good catch, @LanieOkorodudu. This problem seems to have been introduced after v4.2.1 -- if I test the preview on #1471 (the exact code that was released as v4.2.1), the mobile footer panel works correctly... so it's something in the dev branch introduced after that code which has caused the regression.

We should do a git bisect to figure out when/where/why this broke.

@demiankatz I was just going through all the PR that had been merged and looks like the issue had been introduced in this PR #1489. And you're right doing a git bisect is a good approach to figure where it broke.

@LanieOkorodudu, I ran a git bisect, and it confirms your finding that #1489 (commit 4f98b0e) somehow introduced this problem. The CSS changes in that commit must somehow be having a side effect on the UV itself.

I do notice that if I rapidly resize my browser window, I can see the mobile footer panel -- but somehow the resize behavior is causing the center panel to grow too large and overlap it (or some such bad behavior).

Let's discuss at our meeting today and see if we can figure out a strategy to get this sorted out!
