chore(brand): lead with canonical line per CONSISTENCY surfaces table (#13)

CONSISTENCY.md Surfaces table requires "Catches the denial before
it happens." in the lead paragraph of every sister-repo README.
Promotes that to H3, demotes the previous "Pre-submission claim
risk in your terminal" tagline into the supporting paragraph
(removing redundancy with the next sentence at the same time).
