Add tests for stfcEmailHandler

This pr enable the event bus in unit tests. Should we add tests for stfcEmailHandler like the other email handlers?

Hello Scott, Im taking this issue to generate the tests for stfcEmailHandler.ts. I need too ask, where do we place our tests and test cases?

Hi Yufan, I reckon the tests would go in apps/backend/src/eventHandlers/email/stfcEmailHandler.spec.ts. Generally, unit test files sit next to the files containing the code they are testing.
