Migrate email templates to UOP db

UserOfficeProject/user-office-core#1173 introduced the capability to move templates within the UOP database. We need to evaluate whether these should be migrated to the vault or to the database. This task involves analysing the requirements and implementing the appropriate solution.

I think the best thing is to move the templates to UOP db directly, this is in line with how we store the PDF templates.
I think the plan with the email templates down the line is to have a UI similar to the PDF template editor so it makes sense to me that we store these templates in a similar way

• Test adding the templates through UI on dev
• Remove files from BisAppSettings for dev
• Remove config maps in dev clusters
• Add the templates through UI on prod
• Remove files from BisAppSettings for prod
• Remove config maps in prod clusters

Due to the pug.render the current 'Call created notification' subject is being rendered as '<Call>created notification</Call>' this needs to be resolved before the migration
