steam input won't let me make changes while a game is running

Please describe your issue in as much detail as possible:

I can't apply controller layout changes for the steam controller while a game is running. I'll open the steam menu and then controller settings then navigate through steam input to make a change. It appears as though I can make the change but when I hit a to finalize a change nothing happens. The layout stays the same as it was before. This only happens when I try to do it in game. If I make an edit while the game is closed, it works correctly

I should be able to edit steam inputs while the game is running. Instead the changes never apply

Steps for reproducing this issue:

1. Launch game (samroost 3)
2. Open steam input
3. Edit layout for new steam controller
4. Attempt to apply change
5. Fails
