fix: update legacy voice migration guide to reflect March 1 retirement
The March 1, 2026 legacy voice migration has already happened. This updates the documentation copy from future tense to past tense, updates the FAQ entry about the deadline, and removes the now-irrelevant "Can I choose a different replacement voice?" FAQ.
