Adds a RADAR (Resource Exhaustion Detection and Resolution) HeapLeakDetection artifact for Windows. Reads HKLM\Software\Microsoft\RADAR\HeapLeakDetection\ DiagnosedApplications and decodes each LastDetectionTime . It is a lesser-known evidence-of-execution artifact, useful as a Prefetch substitute on servers.
