Scale UI and align indicator sections

• wrap the application in a scaling container so the entire UI renders at 70% size while keeping the panel heights consistent
• center the sidebar form layout and narrow the Run Settings and Indicators cards to the same width as the universe filters while preserving the two-column indicator grid
• add styling safeguards such as horizontal overflow hiding to keep the scaled layout from introducing scrollbars
